Are the residents against the bridge duplication? No, they are long term residents who are extremely proud of Mandurah and support these type of development projects. Main Roads claims they have done extensive con- sultation. Why are the residents still complaining? That is not entirely correct. There have been consultation events, however during the events the Main Roads and contractor representatives were unable to answer concerns of residents. There has never been follow up on questions raised during these sessions. Is it correct that residents asked for a noise wall which is the reason the vegetation was taken out? No, that is not correct. It was only after vegetation was removed, that residents start asking questions with regard to the why and to how the impact was mitigated. Acknowledging that the vegetation removal was needed for the project residents requested that noise abatement be put in place. Why do residents believe that a noise wall needs to be installed? Residents next to where the vegetation has been removed have already noticed a significant increase in noise. As per State Planning Policy 5.4 Road and Rail Noise, there is a legal obligation to mitigate for noise at residents within a specified “trigger distance” of the project. Main Roads indicated that they have taken neces- sary action for impact resulting from major works related to the project. Why are the residents not satisfied with this? Main Roads communication indicates “scope of work” and “major works”. The later being only part of the total scope. Residents are concerned about the effects of the scope of work not only the parts that Main Roads unilaterally deems major works. Why do residents disagree with that what main roads defines as “major works”? Residents have not found any legislation that references “major works”. E.g. State Planning Policy 5.4 Road and Rail Noise references that any resident within a specified “trigger distance” needs to be considered. E.g. looking at the noise contour maps of the project one will notice that not all areas where vegetation has been cleared has been included. Did the residents partake in the consultation events organised by Main Roads? Yes. Not only did residents partake in all consultation events, they also tried to follow up after the consultation events and never got straight answers for their concerns. Have the residents raised their concerns during the consultation events? What was the outcome? Yes. However the representatives from main roads and the contractor at these events were unable or unwilling to answer the questions or addressing the concerns. E.g. the final plans of the vegetation to be removed; The ultimate location of noise abatement infrastructure; The place and type of re vegetation; Why certain areas have not been consulted; etc.. Did residents engage their local counsellors? What was the outcome? Yes we did and compliment them on the fact that they spend ample time to listen. The outcome is that they understand the concerns and have been using their designated political channels to get us the answers. Unfortunately the political red tape seems to end up again with Main Roads who are not willing to provide answers or consider the concerns. Main Roads has a phone number that residents can call if they need information/ clarifications. Have residents used that and what was the outcome? Yes they did on many occasions. Unfortunately , the calls are screened after which the bridge related questions are transferred to the contractor communication department whom in turn then claim that it is an issue for Main Roads and that we need to contact them. In essence pointing the residents in circles. Main Roads indicated that in selected parts, they intend to re vegetate. Why are the residents still concerned? The available information indicates that the re vegetation is just about planting trees not maintaining them. E.g. no retic, etc. The residents have requested insights into the environmental management plan. To date there has not been confirmation whether one exists, let alone whether it is available for review.

Where can I find the latest bridge design drawings? The latest drawings are usually shown to residents at Open House Events held by Main Roads (last one was March 12th) although copies of these drawings cannot be published online so you need to attend the event to view them. The WRA Bridge sub-committee try to obtain copies from officially published documents (such as noise reports) and link to them on this site so residents at least have something to go on. How can I report an issue or find out the answer to an important question? You could try the Main Roads Facebook page but not many questions have been answered to date. The official route is to send an email to enquiries@mainroads.wa.gov.au which is the WA centre for all communications with Main Roads. Alternatively, try our ‘Report an Issue’ form on this website which will not only send an email to Main Roads but also copy the WRA committee so that we can chase up your query on your behalf. So far our form has met with some successes especially with obtaining screening for Waterlily Drive. Is there anyone in Georgiou doing QA after con- tractors have been working. We’ve noticed metal bits left on the pavement after the fencing along Waterlily and many tie wrap ends left on the ground after screening material was erected on the Georgiou compound which were picked up by a resident? Yes Georgiou has two people looking after contractor work and these matters have been brought to their attention - both these issues have been resolved. (Update from Alison at meeting on 13th March) March newsletter – does the “precast concreting casting bed” mean that you actually manufacture the concrete beams on site? If ready concrete is being supplied where will the delivery trucks be cleaning out their slurry? Yes we will be casting the slabs on site using ready mix concrete. Georgiou will be creating a pit, within the work area, where the delivery trucks will clean out their slurry. At the end of the project the pit & contents will be dug out and disposed of. (Nick Georgiou to Mel at Open Event) What will the noise wall be constructed of? “The overview plan will also show noise walls included within the project. These noise walls will mostly comprise concrete panels and steel posts. There will be recessed artwork on the road-facing side of the wall, and the residential side of the wall will be a painted concrete and anti-graffiti coating finish. Revegetation is planned for in front of the walls where possible on the residential side. The height of the noise wall will vary along the roadside depending on the requirements indicated by noise modelling. The project will achieve the required standard with regards to mitigating noise with the construction of the noise walls.” (Alison - Georgiou email 1/3/24)

Can we see the original fauna and flora survey done before any of the vegetation was removed. Did the survey include birds? (Robyn – Mandurah/Me- Waterside/Dennis-Waterston 5/3/24) The Environmental Impact Assessment Report was requested from Main Roads in early March 24 - We still await this document.
